Administration and Logistics Coordinator
ActionAid is an international anti-poverty agency working in over 40 countries, taking sides with poor people to end poverty and injustice together.
ActionAid started its operation in Tanzania in 1998. ActionAid Tanzania (AATZ) envisions seeing Tanzania without poverty and injustice in which every person enjoys his/her right to a life of dignity. Currently, AATZ is looking for a qualified, experienced and self-motivated person from its internal staff to fill in the following post:
Job Title:  Administration and Logistics Coordinator
Reports to: HROD and Support Services Manager
Department: Human Resources
Work station: Dar es Salaam
Job Role: To develop, coordinate, implement and monitor administrative plans and procedures in accordance with the AAI/AATZ organizational, national and International   policies and ensuring all administration and logistics activities to Country Program are performed effectively and efficiently and providing similar support and services to the field offices
Key Responsibilities
•Coordinate and monitor the review, development and implementation of various administration policies and procedures to cover the policy needs/gaps
•Review and categorize user procurement needs, solicit and analyze quotations from suppliers, document and recommend the best provider for management action and negotiate with suppliers to obtain better terms/price from Suppliers.
•Facilities and Property management including ensuring efficient and timely set-up, running, maintenance and repair of equipment and facilities at the main office and at all field offices
•Asset Management, including put in place control measures to guards and monitor in coming /outgoing vehicles and the property they deliver / carry out.
•Originates and revise Fixed Asset Notices and submits them to Finance for processing.
•Negotiate with Insurance Underwriters /Brokers and obtain relevant Insurance Policies (property damage, all risks, fire, burglary and theft), submit claims and track payments thereof in line with signed insurance agreements
•Track the usage of AATZ Assets and make recommendations to management regarding the replenishment/ replacement and disposal of assets in line with the Finance Policy
•Seek advice from the retained lawyer and have agreements drafted/drawn by the lawyers
•Locate and facilitate witnesses in court cases involving AATZ
•Process legal fees and fines in line with signed contracts and court orders
•Liaise with police in investigating cases affecting AATZ.
•Follow up the renewal of AAI’s registration with NGO board
•Fleet Management that includes drafts and revise of job descriptions for all Fleet staff; ensure that job descriptions reflect clearly the work performed by each individual. Ensure that all Fleet staff understands their roles and responsibilities.
•Ensure that all vehicles are outfitted with all equipment necessary to operate in Tanzania according to government regulations and as dictated by circumstances in the field
•Provide technical support and professional advice in planning and budgeting of Administration budget including Monitor and recommend on managing Administration budget in line with approved annual plan and budget for the Country Program
•Manages fuel provision agreement with fuel stations, including the provision of information regarding authorized staff for issuing fuel coupons and refueling of vehicles and verification of invoices and fuel provision reports and issued fuel coupons and ensures that the stock levels of fuel and oil at AAL office and with vehicles traveling are always sufficient and replenished on time
•Set, agree and document performance targets and periodically monitor and review staff performance against targets, recommending necessary management action 
•Provide coaching and mentoring of unit staff in line with AATZ’s Human resources Manual
Qualification and Experience:
•A Bachelor’s degree in Materials/Supply management, Business Administration or Public Administration with post graduate studies in related fields 
•At least three (3) years’ experience in materials management from a reputable organization, preferably an NGO
•Strong Professionalism in Logistics and supply chain management added advantage
•International logistics and  business management a plus
Training in;
Procurement and logistics management, CPSP is added advantage
Essential Knowledge;
-Public procurement and disposal of public assets 
-Procurement processes in Donor funded projects and EU guidelines
-Contracting for goods and services
-Knowledge of Commodities and Monetization regulations and procedures
-Knowledge of CPS policies and practices

Job Profile: We seek to employ a self-starter with a high regard for integrity as Head of Finance.  The Head of Finance is a member of the Senior Management Team of ActionAid Tanzania reporting to the Country Director and is technically supported by International Director of Finance based in Johannesburg and the Finance Coordinator based in Nairobi. This post involves a full range of financial oversight and general management functions.
The purpose of the position is to ensure the financial, management and legal integrity of AATZ within the legal framework of policies and procedures established internationally and to ensure that the requirements of local and international law are adhered to and complied with.  The position is also responsible to provide strategic direction to AATZ, to help ensure all of AATZ’s overall strategic objectives are met and ensure the continual improvement of monitoring, control and expenditure of partner NGOs of funds given by AATZ
Qualification and Experience:
•The successful candidate will have, a Bachelors of Commerce in Accounting/ Business Administration or equivalent, an MBA in Finance will be an added advantage; membership of a professional accountancy body.; work experience with an NGO would be of added advantage; a minimum of eight (8) years relevant experience in a reputable organization with a minimum of three (3) years post qualification in a senior management position;
•Work experience with an NGO would be of added advantage, very strong experience in financial management and accounting practices at a senior management level, proven experience in implementing financial and administrative control systems, excellent team building and leadership skills, interpersonal and communication skills, high degree of maturity and sense of judgment are also essential, proven experience in running donor funded projects
•Sound practical knowledge of spread sheets, knowledge of one Information Technology accounting systems is a must and knowledge of SUN system is an advantage. Practical understanding of development programming challenges and appreciation of the financial support requirement, willing and has skills to develop capacity of ActionAid Tanzania staff in sound financial management practices.

Information Technology Coordinator

Job Title:  Information Technology Coordinator
Reports to: HROD and Support Services Manager

Job Role: The purpose of this position is to provide AATZ staff and partners with appropriate Information, Communication and Technology (ICT) according to AATZ standards and policies 
Key Responsibilities
•Oversee the server’s administration on day to day basis in the office  and ensure that the systems are up to date and running smoothly, with periodic upgrades and patches of the servers to keep up with current trend of technology changes
•Involve the management and the International IT on the strategic development of IT in the Country and ensure that investments in this area are in line with the AAI Mission and Values.
•Work closely with International IT for support within the AAI countries
•Provide IT strategic direction to the AAI Tanzania management in conjunction with International IT.
•Manage the network infrastructure in the office both cable and wireless and where necessary carry out the necessary maintenance and upgrades. 
•Ensure anti-virus updates are up to date at the servers, desktops and laptops of all staff within the office
•Ensure that all staff e-mail systems is connected to synchronize mails with servers wherever they are as long as there is any internet connection
•Ensure that data backups of all systems within the Servers, Desktops and laptops within the office.
•Ensure all Desktops and laptops are set to synchronize data to the server to minimize any loss of data
•Look after all hardware systems (Laptops, Desktops, Servers and Printers) and ensure that they are in good condition and regularly serviced.
•Carry out regular IT Clinic (training) to ensure that staff is maximizing use of the office application systems which will impact on the way they work with guidance from the International IT team.
•Ensure that Accounting systems (Sun), HR, CMIS and other international systems are accessible and running efficiently within the servers and users laptops/desktops
•Ensure AAI Tanzania has the right connectivity as described in AAI standards, monitor the internet link for the benefit of sponsorship database, e-mail access as well as ensure all DA/DI’s are well connected for ease access of AAI systems through Wimax/VSAT technology and any other emerging cost effective technologies in  Tanzania 
•Assist all visiting AAI staff and partners in need of IT support within the office. 
•Provide emergency call services for any staff working off hours and weekends if need be.
•Work closely with other vendors or IT trainees to ensure that adequate IT support is available at the field offices. 
Qualification and Experience:
A degree in Computer Science or related field is required  
A MCSE certification is desirable for this position; a CISCO Certification will be an added advantage
A minimum of 3 years’ experience in a busy office supporting computer systems environment, a sound knowledge in Local Area Network Setup, administration and support as well as good knowledge in wide Area Network Setup.
Essential Knowledge;
•Good knowledge in Windows Operating systems (Windows 2003/2008 Server, Exchange 2007/2010, SQL 200/2010  and Software firewalls) and Sound knowledge in Desktop operating systems (Windows  7 professional ) as well as applications.
•Good knowledge in Sun systems and HR Systems is desirable
•Knowledge in Cisco router configuration and firewall setup, as well as good understanding of wireless technologies is required.
•Good communication skills in English is an added advantage
•Good knowledge of trends of technological developments in Tanzania is desired for this post
