Central govt. keeping a tight leash on county funds

Treasury has Sh9.8 billion ready for disbursement to the counties. However, county governments are not ready to receive the money due to non-compliance with the laws governing the access of such funds. The counties need to have in place executive committees before they are allowed access.So far, only Sh20 million has been disbursed and as NTV's Ken Mijungu reports, more money will only be released once county officials are properly schooled on usage of government funds.
